Sores on my hands and legs?

lately my arms and legs have been really itchy. i don't scratch but i still get these sores on them, like my skin is peeling off. The area is tender hurts when water or anything else touches it. My mom seems to think that they are bug bites but they seem to just pop up randomly and they don't look like bug bites. it looks sort of like eczema or shingles. I have no idea what they are does anyone else know?
