Legal options for child support fraud?

My husband's ex-wife willing participated in fraud. She was given orders of how to close her case in one state and open it in another, and she refused. As a result, one state says he illegally stopped paying, while another said he has never paid. His taxes are taken every year, his amt. of support has virtually doubled to make up for "back payment" (even though he was paying another state), and it's severly crippled us financially and emotionally. We have a lawyer to clear up the interstate discrepancy, but what options do we have to sue for the financial and emotional stress her illegal actions have caused our family?
